2 plastic straps with large number cutters.

Roll out the covering material thinly and let it slightly set up, then cut out the desired letter or number. If the cut-out letter does not come out right away, use a needle or gently tap the plastic strap on a surface and the letter will come out.

Size of the number is 3cm.
